ora 12560:TNS:Protocal adapter error

Hi,
I have installed oracle 10g and forms 10g into my system.
Now when I am trying to connect to Oracle 10g by giving user name:scott and password : Tiger.
I am getting the following error
ora 12560: TNS:Protocal adapter error.

Please help me.It is urgent.
