ora8i/winNT4 EPC-INIT FAILED epc-95 err

Since many days, an EPC error is coming on to my server during startup also any time.

Original message from the snapshot dump destination file.

kvotenlg: epc_init failed. EPC error: 95

Is there anybody, who knows about this error.
What itmean by EPC, is it something related to memory.

Please tell me.
