Organizational Forms Library not working for one user

I have a user who is unable to pull up any of the forms listed in the Organizational Forms Library under the Developer Tab within Outlook 2010. Any other person on the same PC has no issues with the same thing. The user in question does not have any issues pulling up the same forms on any other PC.

I suspect it was a profile issue so I logged in as admin then deleted the outlook folder under C:\Users\username\AppData\Local\Microsoft\Outlook for the user in question.

Then logged back in as the user and let Outlook recreate the profile again. Still no go with being able to pull a form up.

Any suggestions?

Is there a registry key I should be playing with?
