Oulook and Message editing

My company uses Outlook 98 and my question is how come when a user reads a message they just received then can edit the message by adding or deleteing text and then save the message. Once this is saved you can then forward the message to someone else with the comments you placed in the original message. This way it looks like the person who orginally sent the message made all of your comments.

I know if you forward the message before you add your comments outlook will place your name next to your comments, but if you add comments without hitting forward then your name does not appear.

Is this a bug? Can it be change?
