Outbound Exchange 5.5 (sp3) Mail

When sending mail outside the org. The following error is receive from the local server:
The recipient name is not recognized
Exchange is installed on the PDC running NT4.0(sp6a) and IIS 3.0. The DNS server for the local area is also installed on this machine. IMS is the only mail connector used. Within the Connections tap on the IMS property sheet: Transfer Mode is set to “INBOUND & OUBOUND” and Message Delievery is set to “USE DOMAIN NAME SYSTEM (DNS). The server is a Dell Power Edge1500SC with 2×1.4Ghz processors. Mail is routed correctly within the organization and outside mail is also received correctly. The problem is with outbound mail only. I have used the “NSLOOKUP” utility with type mx to check for the outbound address domain. I receive a non-authoritative answer. But it does show the correct information. Users are also able to use the web so I believe the DNS server is working correctly. I have heard that if the SMTP Service is running on the machine this will cause the outgoing mail problem. Are there any other solutions are suggestions. Any help would be greatly appreciated.
