having issue with Outlook 2000. When I click on send or reply or forward, it gives me the “outlook must close” with this info

I have ran cleanpst.exe to no avail, I have uninstalled office completely and reinstalled, didnt work. All other tasks seem to perform fine with the exception of those that require sending mail. Clicking on a hyperlink in an email triggers same thing. Could it be an error with creating a new message? Any help is greatly appreciated. This one is a challenge and I have fielded a few from outlook but I am stumped here.
