Outlook 2002, XP, Notes

As a new user to both xp & Outlook 2002 I’m confused.

When I drag a outlook note to my desktop or a toolbar all appears to be ok. However when I open the not it opens as an attachment in an email! NOT A NOTE?

This functionality worked in previous on previous versions of outlook!

How do I rectify this?

Thanks
