Outlook 2003 not archiving

I have an executive that has his auto archive set to a year ago. i explained to him that his email is getting out of control and 6 months back at minimum is more desriable. Anyway i changed his atuo archive settings but he still has emails in his client from 09/01/2006. I turned off auto archive and tried to do it manually (from 01/01/2007) and still it doesn’t archive anything. Have any of you guy seen this?
