Outlook 2003 Security Question

I’m looking for a way to do something and I’m sure a few people have. How can you lock down Outlook 2003 from adding additional accounts for EMail. I havent found any GPO’s out there and haven’t tinkered with how to do Rules yet but that dosent seem the way to go about it.

Example:

Open Outlook 2k3
Tools, Options, Mail Setup, EMail Accounts

It give you an option to Add. How can that be disabled. If it requires a little programming can someone point me in the right direction even skiming thru a few books last night didnt give me what I was looking for.
