Outlook 2010 – Auto Decline of Conflicting Appts. – option is greyed out

We want Outlook 2010 to automically decline conflicting appointments to avoid doublebooking of conference rooms. When we go to File>Options>Calendar>Resources, this option is greyed out. How do we gain access to this option?
