Outlook

I have a exchange server.When i tried to connect this from one client system using outlook 2003 is it saying this error message”Outlook must be online or connect to compleete this action”.It is accessing the file server ISA server (Internet).All are well and earlier i configured outlook for one user in same machne but now i can’t configure outlook for some otheruser.
pls help me urgently
