Outlook 97 on 2000Terminal Server

I have a 2000 server running terminal server. some of the
clients that connect can run Outlook 97 OK, however other
clients get the message “Please wait while the Microsoft
Outlook bar builds”. After this message, Outlook proceeds
to shut down. Permissions have been checked for users
where this works against those that it does not and
nothing different can be found.
