Outlook 97 Time zone problems

Hi,
We use Outlook 97 ver 8.03.4629 to send internal emails on our network. We use Outlook Express 6.0 to send external emails on the internet.

The problem I’m having is to accuratley display the correct times of emails received on both programs.
My ISP said our Time zone is Caracs, La Paz (GMT -400). When I set my time zone to this, Outlook Express displays the correct times…however the mails in Outlook 97 are 4 hours off.

How can I get the two programs to DISPLAY CORRECT TIMES.

Any help would be greatly appreciated.
