Outlook contact import

A user recently asked me to make a contact from a recieved email. Sounded simple but they really want a way to pull the list of multiple addresses from the “To:” field into a single contact. It would also work to pull them in as several contacts to a subfolder and create a Dist. List. As I see it the info could go to a .csv and be imported but the contact name is still empty. Any way to automate this?
