Outlook contacts delegate adds are priva

I have a user who needs to add and manage contacts for another user. She has delegate access and it works fine, but when she adds a contact it always shows up as private, so she can’t see it from then on. Is there a way she can add a contact without it being marked private? Currently she has to ask them to clear the privacy flag for her.
