Outlook does not terminate in Win2K Server Terminal Server Session

I have a Win2K Server (sp4) running terminal server for wireless remote employees. If a user starts Outlook (2000)and doesn’t exit and logoff, the instance remains in the server process list. The next time the user starts Outlook or a new session, another instance is started. Outlook seems to operate corectly but when a new message is received, the notification icon appears for each instance. I have one user who had 11 instances of Outlook and mapisp32 running. Is there a way to force the applications to terminate if the user does not correctly do so?
