Right click on the shortcut, go to properties and left click. About half way down the box will be Run with a box that will say minimized. Click the arrow and change to Normal Window or Maximized. Click Apply then Ok and you should be set.

The shortcut is the icon that you use to start outlook express. What do you usually click on to the start the program? It's likely on the desktop, or a button on the taskbar, as well as an icon in the start button menu. You might need to change the properties on all these shortcuts as described in answer 1.
