Outlook express

After deleting OE from the admin profile, then copying the profile to Default user and giving everyone to use the profile when they login for the first time, OE still puts an Icon on the task bar and startmenu. My organization does not use it and Iwant to diable it from any new profile being created.
can anyone help?
