Outlook Express and Mandatory Profiles

We have one server running Server 2003 and all clients running XP. I need to know if I can configure the mandatory profiles so that each time a user logs on they can access their own individual Outlook Express mail account. Is this possible without creating a new group policy? Any help appreciated.
