Outlook Express cannot connect to Server

I use Outlook Express to login to my classes at the University of Pheonix – Online. I added a PCI 16 Soundblaster sound card to my computer and downloaded the software for it. Then I was not able to connect to the UOP server. I have tried the universities tech support with no success. It seems that there is a file missing. We tried replacing it, but no success.
