Outlook Express does not start-up

I was able to use the Outlook Express under a freshly installed W2K system. I also successfully imported the mail using it. The problem occurred when I copied all the .dbx files of my old setup to the new outlook express location.
Now when I click on the icon to start Outlook express, I get and error has occurred, and cannot startup Outlook Express.
I further get a message telling me that OE is already running on your machine, stop all activity, save your work and restart the program.

No luck, it brings me back to the same problem.
