OUtlook Express not working in winxpsp2

In our organization we are using Winproxy 2.1h to share the internet through lan.In this my internet and outlook express working fine(Operating System Winxp with out service Pack).If i installed winproxy in winxp sp2 system only internet sharing working fine in the lan,but outlok express not working.outlook Express working only in winxp and win98.why it is not working with winxp sp2.Please give the solution.
