Outlook giving OMINT.DLL error

I have just set up a profile on an NT4 PC for Outlook 98. When I try and go into Outlook it is giving me the error, cannot start Outlook, a required component is missing, omint.dll. Please install Outlook again.

We have tried re-installing Outlook, we took it off and then re-installed it. We have re-done the profile as well and tried some solutions from technet, which was to rename the dll and re-install and still no joy. If we setup another NT profile on the PC and set up Outlook it works fine. It just seems to be this one person. We even tried removing the entire profile from the workstation but it is still not working. Any ideas? Thanks.
