When a user makes a meeting or updates the calendar with reminders they get a message: Unable to update free/busy data. the contents of the public folder R unavailable. MS Exchange Server servicing this public folder is down or no been replicated. we R running EXCH 2000.

Do you have outlook setup as a corporate email client, or is it setup to use POP3?
If you are using POP3, you won't be able to adjust the email profile/account on the Exchange Server.
If you are using the Corporate Email setup, which I'm assuming you are, try accessing your exchange server via outlook web access, http://server/exchange/mailboxalias and see if you can create appointments on the account from there. If you can, then you're client setup is wrong in Outlook. I would suggest reconfiguring Outlook from Scracth. Remove the current Exchange Server references, and start over.
Problem Solved. I put a called to Microsoft. I had to rebuild part of the System folders. I ran GUID check out MS Article. Q275171 XADM I'm still getting Event I 8213
