Outlook Net Folder

We have two Net Folders set up in our office that we want all users (12 of them) to have author access to. However only a few of them can post items and it go to everyone. All users have permissions set to ‘author’. All users are not selecting ‘private’ for their items. All users are on the administrators list accurately. Are there any other factors that may be limiting some of the users to get these updates or make updates?? [MS OUTLOOK PROFESSIONAL]
