Outlook Permissions Issue

I have a Windows based network with a SBS 2003 Server with Exchange running on it. I have a user with Outlook 2k3 that seems to keep losing the ability to move or delete emails and or calendar events. She sometimes cannot Dismiss a reminder. When I restart the Exchange Information Store Service, her permissions are restored. Can anyone tell me why this might be happening?
