Outlook Restrictions

In my outlook program, As I try to click on a link in any of my emails I get, ” This operation has been cancelled due to restriction in effect on this computer, please contact your system administrator. How can I get this removed from my computer. I am the administrator. I know how to get around the system, but don’t know to much about the rights of the user.
