Installing Exchange 5.5 on fresh install of NT4 w/sp6a. Web Access fails: “Outlook Web Access failed to install properly. An unknown error has occured.”

System Event Log shows: “The HTTP Filter DLL c:\winnt\system32\exchfilt.dll failed to load.”
What I’ve tried:
– Install Exchange SP4 then load Web Access. Same error.
– Wiped Exchange clean and reinstalled to a different Hard disk. Same error.
– Deleted DLL file and loaded from CD. Same error.
– Tried to register and unregister DLL. Error: “DllRegisterServer entry point was not found.”
MS Technet of no use.
Any thoughts greatly appreciated.
