Outlook XP/2002 can’t get email thru VPN

When I connect to my network through VPN and launch Outlook XP / Outlook 2002, I get a message “Outlook is retrieving data from the Microsoft Exchange Server” with a progress bar. The bar goes about 95% full and then Outlook always stops responding.
