outlook98 & win2000 problem

Hi, I’ve installed outlook 98 on a pc with win2000 pro sp2 installed.
Unfortunately I have to grant POWER USER rights to users in order to let them use outlook 98.If I leave the user part of Domain users or local users group, the software doesn’t start.How can I solve this problem?Thank you in advance.
