OWA Updates

I have a 2000 server running Exchange 2000. I have installed all of the updates for the OS through SP3. I have also updated exchange to SP3. The OWA is still displaying in the old interface. None of the updates from Exchange SP2 are available, not showing at all. Any Idea’s, would like the new features plus to get OWA/IIS Password Change enabled.
