page can’t be displayed in IE

when i trying to browse sites an error message : page can’t be displayed comes when i use a port scanner program it shows all ports are closed. Is there any solution to open closed ports needed for internet browsing other than reformating the computer.
re-installation of windows dosen’t work in this case I’ve tried this
