Palm Error: Invalid Configuration

I just installed Palm software on a W2K workstation in a W2K Domain. When logged into the domain, only a “Domain Admin.” can install the software, and then, only that user can use the application. I get an invalid configuration error if any other user tries. How do you install the software, while logged onto the network, so that other network users can use it? How can I change the “domain user’s” policy so that he can install the application and use it himself?
I can’t believe you have to be a Domain Admin to install and use applications on a workstation that is logged into the Domain.
