Parental control Settings Cannot be changed

A client brought in a desktop machine running Win 7 HP - she wanted me to set up parental controls for her daughter. I went in as administrator and selected the child's standard account but got a dialogue entitled Windows Parental Controls - (Yellow Triangle with exclamation mark) Unable to make changes to parental controls settings. If this problem persists, see your system administrator. (OK).
Any ideas? As I said, I was already logged on as Administrator.

So the Daughters User Account is what exactly?

You can only set Parental Controls on Limited User Accounts so if the Child's Account is an Administrator or Power User you are unable to set Parental Controls on that User Account.

Standard User

The daughter's account is what is referred to as "Standard User" - has no administrative authority.
