How to remove or unlock the password of Local Administrator of the Local Domain in a windows NT machine. Any windows registry settings would help me.

I don't know if it can be done via the registry but you could use some software called O & O BlueCon 2000 from

http://www.oo-software.com

This will allow you to create a set of 3 boot disks, modified versions of those used to install NT 4. Booting from these set of disks on the workstation/server will allow any password on any account to be reset very easily.
