Can someone tell me how do i change NT user's password over the internet using IIS 4.0?

You cannot do this successfully.

The user (at the other end), must do a Ctrl-Alt-Del --> Change Password in order to changer his/her password and have it authenticate while they are connected to your servers. If they do not do this and you do it on your end alone, essentially you risk corrupting their local profile account and they will not be able to login.

If their profile is already corrupted, you'll need them to send in their machine and you'll have to recreate (as Admin) their local profile.

If it's just an issue of authentication, then you can reset the password from the server side to the password that has expired and essentially "renew" it (depending on your password policy, you may have to change it several times -- password1 -->password2 --> password3 --> originalpassword).
