I'm not aware of any method to provide user access control to Internet Explorer.

In XP Pro, you can create User Accounts that can be set to limit or restrict what different users can do on the PC.

Go to Settings, Control Panel, User Accounts.

Create an account for each user and simply log off whenever you walk away from the PC.

There may be 3rd party security utilities to provide further user restrictions.
I would check out the software lists at:

www.download.com
www.nonags.com
www.newfreeware.com

The Mozilla browser (www.mozilla.org) does allow you to set up user Profiles. But, they are not password protected.

When you are on a network, the log-in that may be required to access the internet is part of the network connection and not part of IE.

Just thought of another way. You could setup a server and network your PC to the server. The server would be your internet gateway, and could be set up to require a user log-in.
