Password Recovery Win 3.1

I have an old legacy windows 3.1 FTP server – running WRQ reflections. User accounts require passwords (username; password and specific IP address required). I am trying to “uncover” the passwords to use in building a repalcement FTP server. Any tools to do this?
I do not want to go through the trouble of contacting all accounts and requiring them to change their batch processes to use a new password. Thanks!
