  Open Group Policy Editor (MMC snap-in) or type gpedit.msc in the Run menu. Navigate the Group Policy Editor as follows:
  
  User Configuration > Administrative Templates > Control Panel > Prohibit access to the Control Panel > enable
  
  Alternatively, download TweakUI from Microsoft:
  
  http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx
  
  Install TweakUI:
  
  About > Policy > Run Group Policy Editor
