PC completely frozen !!!!!

I just got a Compaq Presario S5020LA that won't turn on. When the power button is pushed to start the PC, the screen turns on displaying the Compaq Logo and F1 to enter setup, F10 to enter recovery mode. At the same time that this screen appears the PC starts to "BEEP" continously. It won't stop beeping at all, the main problem is that is where it freezes. The keyboard doesn't work...so I can't use the F Keys or enter MS-DOS. I can't start up with a Boot Disk either. What I do know is that inside, the Fan that is mounted on the Intel Pentium 4 processor slows down considerably when the beeping noise starts. I took it off and noticed that on the top of the processor was melted white residue from the underside of the silver heatsink that goes on top of processor. (The underside of the Cooling Fan.) I couldn't figure it out. I a;so tried changing the Power Supply but that wasn't it. What am I missing? What could cause this and how can I fix it?

1.That guey white stuff is supposed to be there
2 Try another keyboard.
3 Remove any add in cards ie modem sound etc.
4 reset the bios using the correct jumper on the motherboard. ( find the legend on the compaq site)
5 In the manual for the compaq the beep codes will tell u more if you know the bios just do a search on the internet for understanding beep codes.
6 Try another memory module
Failing all bring it back to where you got it.( dump it.)

I'd also suspect the keyboard. Check if a key is stuck and try to make it unstuck.

If you had just recently replaced the RAM (memory), it is possible that the RAM is bad. Now if that is not the issue then I would almost have to say that your processor is fried in which I would contact HP-Compaq to cover it for warranty. Welcome to the world of Compaq computers. Hope this is helpful even though I know it is not reassuring.

the while residue was part of cooloing fan so that's ok dont try to clean it !
i think most of your problem lied in a memory cards, to check da problem, take out
all of your memory ,turn on your Pc's n listen to the "beeb" if its the same beep then
memory must be your problem !

then you can unpluged them clean the bottom part w/ clean clothes n also clean the
motherboad part n plug them back in Correctly ! if still not working, plug them into
different empty memory slot ! if still hangin .... try a new memory cards ... if still
beeping .... your motherboard must be the problem .
