PC diagnostics lightning power surge

Could someone recommend a procedure or tool to diagnose a PC which will not boot or switch on/off from the PC front switch after a thunderstorm. My PC has a unprotected cable modem but the PC is isolated by a UPS/Surge device. I suspect the cable modem as my cable service was out 12+ hours.
