I am attempting to format my PC, after going through the system restore process with re-installation disk a black cmd type screen appeared with the following text; Windows could not start because the following file is missing or corrupt: windowsroot>\system32\hal.dll.
Please reinstall a copy of the above files.
Can anyone help me with this problem as I am currently without a PC or is this a job for a PC professional.
