PC makes clicking noise and freezes

Ok,

I have a computer at work and two at home that are doing the same thing (different environments).

I hear a clicking shutting down noise coming from the PC and then can’t move anything on the screen. I get an hour glass and then like magic i hear the clikcing noise like as if the PC turned back on and can work again.

The PC does not shut down and I can see a clear image of what I was doing on the monitor.

What could it be? Mobo or PS? I changed the hard drives (both) already and reinstalled windows XP Pro 32 Bit.

Dont’ see any of the capacitors on the Mobo bad. Could it be low voltage? I would appreciate any suggestions or if this has happened to anyone and how it was fixed. I was going to try and get a PS from another working PC and see if it stays up. It happens not all the time but throughout the day maybe 2 times? Possible overheat on the CPU? but the fans are working and like i said 3 different PCs. All three desktops.
