PC needs two boots to get running

I recently upgraded my PC from a Pentium 3 500Mhz to a 1000Mhz Athlon which obiously required changing the motherboard. I reinstalled Windows ME as i was advised to do. After ironing out many of the problems the computer finally booted properly. Now however if i try and restart my computer it goes through the whole process and as its about to load up the windows taskbar the harddisk stops and the computer resets itself. The computer will now load up But only afer it has ran scandisk becauseit detected an improper shutdown. at first there were some compatability problems with my drives but i don’t think its that, i have a internal 250Mb Zip Drive on the Primary IDE as the slave. i also have a standard 48x CD drive as the secondry master IDE and a RICOH DVD Drive with a CDRW built in as the slave. There is a 25Gb IBM hard disk as the Pri master. I have tried reinstalling Windows again but to no avail. Please help me!!
