PC not start after installing int. Modem

I am trying to replace an existing PCI internal modem, which is dead, with another Internal Modem(brand new) an Ambient FM-56PCI-AMB.
Problem is, the PC powers up but does nothing else with the new Modem inserted in the PCI Slot(I tried them all)Nothing, not Video and no Bios load. Take the modem out and everything works OK boots up fine. Put the Modem back in and we are back to square one!.
I tried another known working Modem and that is fine in the machine, boots up and operates OK.
Any Idea’s before I smash the modem to pieces?!!
