pc to pc voice over

We have two offices,one on ground floor and the other on first floor for trainers.The managers on the ground floor need to communicate to the trainers up,so I need to setup something like a voice over.Setup a machine such that the manager can communicate to guys.I was hoping someone could help me guide on how i can do that.Am hoping something to be in line of A pc,microphone and speaker if possible.
