The names of tabs in dialogue boxes and even the word start on the start button are no longer showing up. For example, if I click on start, then help, the contents, index and find tabs are there but without those three words wriiten, just blank. Howcan I correct that?

Change the font color for 3D Objects to a different color. That's on the appearance tab of display properties. You could also change the scheme back to Windows Standard.

I would check my display settings it sounds like some has been play with it and set the Font color to the same as the background color, or have set the font type to a type that only has Caps or some other special characters

It sounds like your windows is corrupt. A friend of mine tried to dual boot Win98 (english) and Han98 (Korean Windows). Everything kind of worked but some of the Han98 files got copied onto the Win98 files which caused his Minimize/Maximize/Close buttons (Top Right Corner of Screen) to go completely black. Also when checking the route to a file instead of C:\windows\ it would show up as C:WwindowsW (the Capital W is a Won sign). Long story short. He had to format and reload...

Now if you did not add some sort of software that caused this... you may be able to get away with just reloading windows right over the top of your old load.

BUT... You may have to format and reload...
