PC won’t boot….bad motherboard?

Received a call–PC won’t boot–

When I plug the power cord in the power supply, the power supply fan comes on, as does the processor fan. The “Power on” LED light blinks and the “hard drive” LED stays on. The hard drive does not initialize andthe floppy doesn’t do anything. The CD-ROM will open. The power button on front of the PC does nothing to turn on and off the power. I’ve unplugged and plugged everything back in (power supply cords, reseated processor) with no effect. I tried a different power supply and it wouldn’t even power on. My conclusion is that something on the motherboard has gone bad. Does anyone have any suggestions? Am I overlooking anything?

BTW–This computer was built by WIN-Laboratories who went out of business November of 2000.
