pc won't start unless power is cut

win xp sp2 machine with an asus a7s333 mobo (award bios) and an amd xp 2100+. after box is on awhile, when user reboots pc, it refuses to reboot unless the ac supply is pulled. after a minute or two, with ac restored, it will boot into the bios with a warning that the cpu speed is wrong (it's not). exiting bios leads to normal win reboot, then all is normal. power supply has been replaced with no joy. I'm outta ideas...

user also says that if left alone after a failed reboot, the pc sounds like a car trying to start (chuff-chuff sound). also sometimes the pc will restart on its own after 30 minutes or so, but not always, if left alone.

once pc is sucessfully rebooted, all works normal until the next time a restart is needed.

It has been noted that AMD processors so run at a slower speed than actually stated,lower the cpu speed in bios or check motherboard web site or manual to see what the actual speed to run at.

The other problem sounds a little dramatic,but the user should pull the case open and listen to where the sound he describes is coming from ,could be wires or cable that is coming in contact with the cpu fan or a malfunctioning case fan.
If all else fails then system should be checked by a tech to see if porblems can be pin pointed.

the 2100+ runs at 1.73Mhz. the other choice given in the bios is 1.3Mhz, which when selected also crashes the boot. all fans etc are running properly. noise seems to come from the hard drive trying to spin up upon return of ac. same happens with a replacement boot drive.

Try running sfc /scannow

check the event log for errors

Click start, run, type chkdsk /f /r then press enter, type Y to confirm for next boot, press enter and reboot.

Look for the latest drivers for your video adapter

no errors present after sfc check. nothing unusual in the event log. chkdsk shows no problems. newest vid drivers make no difference.

that is a weird one. much as i love zebra hunting i agree sounds like a wire got caught in the fan or maybe you have intermittent procssor fan or something.
definitely get the cover off and see and smell inside...
or - get it exorcised?

I have seen similar behavior from a case or power supply fan plugged into the motherboard.

Some of these fans, and some CPU fans generate too much electrical noise and cause problems for the system board.

In light of the chug chug sound, it is VERY possible that a fan is starting to fail.
Or, as posted in another answer has a cable or wire that gets caught in the fan blades.

I do agree with the suggestion to verify that the CPU speed is set correctly.
However, on more than 1 motherboard with Athlon class CPUs, the speed that the BIOS considers to be the correct speed does not match the settings as recommended by AMD.

Part of this is that some BIOSes use actual clock speeds and others use AMDs performance speed when setting the CPU clock.

Let the BIOS set the CPU speed to what it thinks is correct in the CPU setup section.

pc has been running fine with the current compliment of fans, drives, processor, etc for a couple of years. sound seems to be from the hard drive trying to spin up upon reapplication of power. happens with new replacement drive as well. as mentioned above, either of the two clock speed choices in the bios result in the same problem, whether I choose it or the bios does. thanks for your thoughts. post if you think of anything else.

whoops. in one of my answers below I said the cpu runs at 1.73 Mhz and he other choice in the bios is 1.3 Mhz. both of those should read GHZ. what a mess...
