PCI Half slot, Sound card, Full duplex

What is a PCI Half slot? I have an older computer about 5 yrs old and I want to buy a new Sound card that supports Full duplex for Win XP.

I was looking at the Sound Blaster 16 WavEffects 32 Voice PCI Sound Card.

Under the specs it says you need:

Open half-length PCI 2.1 compliant slot
Windows? 9x, Windows? ME, Windows? NT 4.0*, or Windows? 2000*

There is no mention of Windows XP as an OS.

My mother board is a Shuttle Hot-637 with 4 PCI slots.

I have a feeling that my mother board is to old to support PCI 2.1 slots but I am not sure.

My system is a PII-266mhz with Win XP installed.
With enough RAM to handle wvwerything I have so far.

Am I out of luck? Do I just need to buy a new computer?

I would appreciate any advice before I go and buy a new sound card, or plan on buying a new computer.
